Following the adoption of the OECD Development Assistance Committee (DAC) strategy paper in 1996 (OECD 1996b), the majority of the EU donors show a higher level of formal commitment to poverty reduction objectives.
Although poverty reduction is the stated objective, the 1998 DAC peer review of the EU's DCP found that operational program- ming was lacking and exhorted the Commission to exploit the considerable potential to turn the goal into a more operational concept.
Members and the Commission also participate in the DAC, the co- ordination forum for donors' policies and practices.
As the DAC notes,
Table 10.1 provides evidence on the distribution of aid by income group for the EC, the EU member states and the sum of all DAC countries.
