By the 1980s, the IMF began to address specific structural issues and introduced conditionality aimed at promoting growth for sus- tainable development.
Donor-related factors to bear in mind relate to conditionality, account- ability, and the intended purpose of the aid being offered.
Donors do attach conditionality to aid funding and this extends to imposing their preferred forms of governance upon the recipients.

Conditionality and dialogue
'Conditionality' refers to the asymmetrical relationship between a donor and a recipient of development aid in which the aid is conditionalised by political or economic considerations valued by the donor.
Economic and political conditionality play an increasingly important role in EU DCP.
Political conditionality was firstly introduced in the mid-term revision of the Fourth Lome´ Convention in 1995, which made the respect of human rights, democracy and the rule of law an 'essential element' for receiving aid.
