War is, therefore, criminogenic for those who do not fight it, but, as Bonger (1936: 105) suggests, it also pushes the very individuals who fight to commit a variety of offences, though 'the figures of the crimes committed in the field will probably never be published'.
The current multiplication of wars, however, shows more clearly than ever that military action generates criminogenic situations per- taining to the domain of war and business simultaneously.
Therefore, on the one hand, war is criminogenic and, on the other hand, so-called 'war crimes' are the norm and include predatory and violent acts perpetrated by the police, the armies and para-military forces.
It should be reiterated that the criminogenic condition generated by war- business not only encourages conventional crime, but also and in a larger mea- sure the crimes of the powerful, including criminality by entrepreneurs and enterprises, and all the illegality pertaining to economic activity.
