Indeed, the kind of crises around which the EU has designed its Common Foreign and Security Policy (CFSP) and more recently its European Security and Defence Policy (ESDP) are precisely those with a predominant humanitarian dimension.
France and Britain at their bilateral Summit in St Malo (December 1998) issued a declaration calling for the definition of a security and defence component within the CFSP pillar (ESDP) and the end of the historical function of the WEU.
The Kosovo experience, however, functioned as a legitimisation of St Malo/ ESDP in that it dramatically showed the need for a European capacity to handle crises in its neighbourhood.
The Helsinki Council meeting of December 1999 established 'Headline Goals' and the creation of a European Rapid Reaction Force (60,000 personnel deployable within 60 days for Petersberg-like tasks), then added the Political Committee and a Military Committee to the CFSP decision-making when dealing with ESDP issues.
However limited, they represent a major breakthrough for ESDP.
