We assert that three distinctive provisos affect the relationship between financial inputs and human development.
These provisos relate to economic inputs and socioeconomic factors, as well as to historical and geographical country-level conditions.
The first proviso is that the type of input and the motives of the foreign partner will affect the efficacy of financial input and that the system itself favours developed countries.
The next two provisos pertain to the descriptive level of analysis and form much of the chapter, focussing on the country-level conditions that either facilitate or impede human development.
The second proviso deals with readiness and maturity.
